To provide youth with year-round training opportunities that are directly linked to academic and occupational learning.
WIA youth participants must be ages 14 through 21 and must reside in the service area, low income and have one or more of the following conditions:
- Deficient in basic literary skills
- A School Dropout
- Homeless, runaway, or foster child
- Pregnant or a parent
- An offender
- Require additional assistance to complete an educational program or to secure and hold employment

The following services are offered through several providers:
- Tutorial services
- Study skills training and instruction - leading to completion of secondary school, including
dropout prevention strategies
- Alternative secondary school services
- Summer employment opportunities that are directly linked to academic and occupational
learning
- Paid and unpaid work experience, including internship and job shadowing
- Occupational skills training
- Leadership development opportunities
- Supportive services
- Adult mentoring
- Follow-up services (for not less than 12 months)
- Comprehensive guidance and counseling, including drug and alcohol abuse counseling
